At its sixty-sixth session, the General Assembly requested the Secretary-General to give further consideration to the option of securing the relevant compensation from the Government of Israel; to explore the value of the experience of the United Nations Compensation Commission in terms of defining environmental damage in a case such as the present oil slick, in measuring and quantifying the damage sustained and in determining the amount of compensation payable in respect of it; to mobilize international technical and financial assistance in order to ensure that the Eastern Mediterranean Oil Spill Restoration Trust Fund has sufficient and adequate resources; and to submit to the Assembly, at its sixty-seventh session, a report on the implementation of the resolution (resolution 66/192).

Various steps to promote equality, access and the rights of women, including the development of action plans and direction statements to address a range of key concerns for women such as health and well-being, violence and safety, decision-making and leadership, economic security, balancing work, family and lifestyle, are being taken at the national and island-community levels.

Many delegations attributed the failure of the Brussels Programme of Action to meet its high expectations to a lack of adequate financing for the broad agenda mandated by the agenda and asserted that financial support by all stakeholders for the Istanbul Programme of Action must be increased.

To give greater credibility to the next elections, the Commission has adopted a series of measures, including intensifying consultations with its various partners; drafting timetables that take into account the technical and operational demands; conducting advocacy with the State and all partners for the reallocation of revenues to new expenditures dictated by operational needs; defining a vision and intensifying its consultations with stakeholders, such as media, political parties and other partners in the process; stabilizing the electoral register and making it more reliable by including those who have been omitted; reopening dialogue with the political class on the subject of the electoral register; and strengthening the criteria for recruiting and training electoral agents, and more specifically those working in polling stations and in local centres for the compilation of results.

Changing demographics and poor technological and socio-economic conditions, unplanned urbanization, development within high-risk zones, underdevelopment and poor infrastructure, weak adaptive capacity, environmental degradation, climate variability, climate change, exposure to geological hazards, competition for scarce resources, and the impact of epidemics such as HIV/AIDS, malaria and tuberculosis all increase the vulnerability of least developed countries to natural hazards.

Despite the international community’s condemnation of such abusive practices, Israel remained heedless of humanitarian and moral standards and had persisted for decades in disregarding resolutions such as General Assembly resolution 2443 (XXIII), had consistently refused to allow the Fourth Committee of the General Assembly to visit the occupied Arab territories and had shown no desire to cooperate with the international community to establish a just and comprehensive peace in the region.

It was also noted that in addition to States Parties’ efforts to raise aware to promote understanding of and progress in achieving the aims of the Cartagena Action Plan, non-governmental organizations, such as Handicap International and Survivor Corps, have taken the initiative to do the same, for example through regional workshops in Amman, Nairobi and Sarajevo.

The delegation of Thailand also noted that the discussions and recommendations for action from the Asia-Pacific Urban Forum were very useful and should be implemented to promote sustainable urban development in the region, and particularly requested the secretariat to prioritize three areas of work: firstly, to develop criteria and standards for city classification, such as “sustainable city”, “eco-city”, and “green industrial city” to provide a guideline for benchmarking sustainable urban development at the regional and subregional levels; secondly, to develop databases and networks at the regional and subregional levels that would include urban and rural population statistics and economic, social and physical data, including environment and geo-climatic data; and thirdly, to hold a symposium on urban climate change among member States in order to exchange experiences and best practices towards achieving sustainable city development.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

UNESCO defines its functions and actions for the Dakar follow-up in four areas: (1) supporting National EFA Action Plans, with the focus on assisting the countries to develop (according to their needs and within existing development frameworks such as CCA/UNDAF or other plans such as PRSP) and implement their national EFA plan; (2) building capacity, first for national stakeholders who are responsible for preparing and implementing the National EFA plans and secondly, among educators, including policy- and decisionmakers, heads of institutions, curriculum developers, trainers and teachers; (3) mobilizing partners at the global and national levels to mobilize resources and promote inter-agency cooperation and collaboration in the various EFA processes; and (4) monitoring progress by issuing an independent annual EFA Global Monitoring Report.
